Scholarly articles are generally written on original research or about experiments.  They are written by professors and experts in a specific field. Most people who read scholarly articles are academics, professionals, and students. It's important to remember, not all scholarly articles are peer-reviewed. 

The peer review process sets scholarly journal apart from each other.  In the peer-review process, a committee of peers (academics/experts) evaluate the quality of the research and decide if it meets high enough standards to be published.  It is a very rigourous process and only the best get published.  The reject rate of a peer review journal is very high, usually rejecting 90% of submitted articles.
